Oakland is the sunny side of the Bay but what Mark Twain supposedly says still applies. Historically, average highs for August are around 75F/24C with lows around 58F/13C; August is typically the second dryest month (after July) with an average precipitation of 0.06". Berkeley tends to be slightly chillier because it enjoys a more direct view of the Golden Gate in exchange for being more exposed to coastal conditions.

The takeaway: Bring a light jacket or sweater for the morning and sunset or if you plan on sitting in the shade a lot, but you'll want shorts if you like the sun. You can feel ok leaving the rain suit at home. Expect the sea breeze to make you shiver if you decide to watch the sunset on the beach.
